Updated Florida Statutes on Vehicle Registration Using Passports
Effective September 23rd, updated Florida statutes prohibit the issuance of new plates or the transfer of vehicle registrations for individuals using a passport as identification. If you present a passport, you are prohibited from purchasing a new plate, transferring a plate to a newly purchased vehicle, or transferring a plate between vehicles.
However, this restriction does not prevent you from obtaining ownership of a vehicle in Florida using a passport. You may own the vehicle, but you cannot legally register a new Florida plate to it. If you already have a registered plate on your vehicle, you are still permitted to renew your registration for one or two years.
Please ensure compliance with these regulations to avoid any issues with your vehicle registration.

HSMV 82040 - Application for Certificate of Motor Vehicle Title
Required for all title transfers or conversions from another state to Florida.
HSMV 82042 - Vin Verification Form
This form is used to verify the Vehicle Identification Number (VIN) of your vehicle. Required for title transfers or registrations involving out-of-state vehicles
HSMV 82053 - Power of Attorney
A Power of Attorney is required to handle vehicle-related matters on behalf of another.
HSMV 82050 - Bill of Sale
Required for title transfers involving vehicles, boats, mobile homes, or any titled item.
HSMV 83146 - Application for Replacement License Plate or Decal
Required for Replacement of lost plates or decals, or, Reusing a previous Florida plate.
HSMV 82993 - Separate Odometer Disclosure Statement
Required for customers purchasing vehicles or motorcycles 2011 or newer.
HSMV 82101 - Application for Duplicate or Lost in Transit/Reassignment for a Motor Vehicle, Mobile Home, or Vessel
Used for replacing or reassigning titles that are lost or in transit.
HSMV 83330 - Insurance Affidavit
This form is required to certify that your vehicle meets Florida's insurance requirements. It must be completed if you are registering a vehicle without providing standard insurance proof.
